Govt. Hajj Scheme - Hajj Application Information - Hajj 2014

I am Muhammad Salman Malik, living in Punjab, Lahore. working as a software engineer. has apply for the hajj and got many issues that I want to share.

Today Friday, 23 May 2014, Govt of Pakistan Hajj Ministry Display the final list of successfully applicant, who apply for the Hajj. This is displaying the short-listing of the applicant on the basis of first in first server.

According the Hajj Minister Sardar Muhammad Yousuf Govt has received 1,27,000 applications and process them and short list 53,814 applications on the basis of First in First Server.

Now Final List is displayed and I am surprised to see that 53,814 applications are received with in 1 hour and 9 Minutes, means from 9 AM to 10:09 AM. I have apply with my Family in this year and we are almost 15 members but except one all are rejected. the candidate who apply on 10:07 AM is accepted and rest of them who apply 10:10, 10:11, 12:07 so on are rejected.

I have filled the Ministry Hajj form and according to me it take at least 25-30 Minutes if you are literate person.
We all know about the banks deposit or withdraw process is not very quick and in this scenario they have to count 2,72,231 Rs for each person and when i have deposit this amount they take at least 15-20 minutes on counting and transferring amount online etc for each person and on the same time they are dealing with other customers who are not related with hajj.
In the Hajj Application Form applicant should have attest the form from medical officer. So applicant have to fill the form and then go to any hospital or any his/her doctor to attest the form and then came back to the bank that will take at-least 30-40 minutes.

According to My Calculation: 
Form Filling Time = 25 min
Form Fee Submission Time = 15 Min
Total Time for One Application = 40 Min
If Doctors attestation Time add for one application time = 40 + 30 = 1 hour and 10 Mints

If we have total 6500 Branches of Banks, 
then in first 60 Min Total Applications = 1,000
If 2 Applicant Start processing on each branch on same time,
then in first 60 Min Total Applications = 13,000 (9:00 AM to 10:00 AM)
in second 60 Min Total Applications = 26,000 (10:00 AM to 11:00 AM)
in Third 60 Min Total Applications = 39,000 (11:00 AM to 12:00 PM)
in fourth 60 Min Total Applications = 52,000 (12:00 PM to 01:00 PM)

So according to My Calculation 9 AM to 1 PM in 4 hours 52,000 applications should be received. but how it is possible in 1 hour and 9 minutes 53,814 applications are received.

How it is possible to receive 53,814 Applications in 1 hour and 9 mints:

Below is a screenshot of application form. In the application form.their is field of hour and minute. according to these fields applicants are short-listed can say successful. If a person application form has written

So on.............

Now Who is responsible to fill this field:
Banks representatives, Banks Manager, Banks Staff can fill these fields and for their relatives, agents and personal applicant they fill 9 AM to 9:30 AM or 10 AM in hour and minute fields.
and for the local or non-relative applicants they fill or tell the applicant to fill  time when he/she submit fee.

According to my Group, we all enter time as bank representative told us and he told us to enter the time when our fee is submitted and then he punch bank branch stamp. but mistakenly one of our member enters 10:07 AM time but  fee is submitted around one. and that applicant is successful.

On the form time fields are open for the bank staff and for the applicant and on that filed every one can enter any time and their is not too much check or any big authority to check is this time is correct or not.

One of my relative apply through the bank where his brother was Branch Manager and I have seen he is successful applicant with 9:00 AM Time.
Banks got Applications from the govt  before 21 April and they give the forms to their relatives, agents and the persons who come through agents or relatives and when the non-relative person went to the banks they told them application will be started from 21 April even on the 21 April many govt banks told every person how is non relative that we have finish the applications and one of our branch person went to take the application forms.
Many Banks Branches Open on Friday and Saturday for filling the forms and they push their staff to fill the applications and on Monday the applicants only submit fee.
On the form time fields are open for the bank staff and for the applicant and on that filed every one can enter any time and their is not too much check or any big authority to check is this time is correct or not.

My Request and Suggestion:
I am requesting the Hajj Minister Sardar Muhammad yousuf and prime minister Jnab Nawaz shareef  please again process the applications through the balloting process.
The First in First Server process have many loopholes and according to this process many mustahik applicant can be rejected by this process.
I am again requesting not for my self or for my family only for those who collect the money by saving one rupee, two rupee on whole year, not eat good food only for the hajj. They are watching you.
